Beaches Energy is administratively independent of JEA (which serves the rest of Duval and the City of Jacksonville).

If you’re a Beaches Energy customer, your net metering tariff is set by the Jacksonville Beach city council / Beaches Energy board, not the FL Public Service Commission.
