Kissimmee Utility Authority (KUA) Solar & Net Metering Guide

Last updated: July 13, 2026 by Goldin Solar

The Kissimmee Utility Authority — KUA — is the municipal electric utility for the City of Kissimmee and adjacent areas in Osceola County. KUA is one of Florida’s mid-sized municipal utilities and operates as a separate utility from the City of St. Cloud (which is OUC) and Osceola County’s Duke service areas.

Who KUA serves

KUA’s service territory covers:
City of Kissimmee — all addresses
Adjacent Osceola County unincorporated — limited areas

KUA is NOT OUC. St. Cloud is OUC, not KUA. This is a common Osceola County customer confusion point.

If you’re a KUA customer, your net metering tariff is set by the KUA board, not the FL Public Service Commission.

KUA net metering: the basics

What makes KUA different from OUC / Duke

Permit + utility coordination for KUA customers

  1. Building permit with the City of Kissimmee or Osceola County
  2. KUA interconnection application — submitted in parallel
  3. HOA / ARC approval if applicable
  4. Installation after permit issuance
  5. Final inspection by the building department
  6. KUA meter swap after final inspection
  7. PTO grant

Typical KUA timeline

Stage Typical days
Building permit + KUA application 14-30 (parallel)
Installation execution 1-2 days
Final inspection 3-10
Meter swap + PTO 21-49

Frequently asked questions

Is KUA net metering as good as OUC / Duke?
No — KUA uses net billing (~8-9¢/kWh for exports vs. OUC’s pre-TruNet retail). For KUA customers, size for self-consumption and model battery attach rate. We always show the actual net billing math.

Am I on KUA or OUC?
KUA = City of Kissimmee. OUC = City of St. Cloud + Orlando. Verify from your power bill.

Battery + solar — supported?
Yes. Additional ESS documentation.

Does Goldin Solar handle KUA interconnection paperwork?
Yes — included on every KUA contract at no additional charge.
