Kissimmee Utility Authority (KUA) Solar & Net Metering Guide

The Kissimmee Utility Authority — KUA — is the municipal electric utility for the City of Kissimmee and adjacent areas in Osceola County. KUA is one of Florida’s mid-sized municipal utilities and operates as a separate utility from the City of St. Cloud (which is OUC) and Osceola County’s Duke service areas.
Who KUA serves
KUA’s service territory covers:
– City of Kissimmee — all addresses
– Adjacent Osceola County unincorporated — limited areas
KUA is NOT OUC. St. Cloud is OUC, not KUA. This is a common Osceola County customer confusion point.
If you’re a KUA customer, your net metering tariff is set by the KUA board, not the FL Public Service Commission.
KUA net metering: the basics
- Eligibility: Customer-sited residential PV at premises within KUA territory (City of Kissimmee, Osceola County)
- System size cap: Per KUA Net Metering Tariff No. 18; confirm current cap with KUA Green Team
- Bill credit structure: IMPORTANT — KUA uses Net Billing, NOT 1:1 NEM. Exported solar energy is credited at approximately 8–9¢/kWh (KUA’s avoided-cost billing rate) — well below KUA’s residential retail rate (~13.5¢/kWh). Credits are applied to monthly bills.
- Annual true-up: Any remaining unused credits are paid out in December at the applicable net billing rate. There is no retail-rate rollover for excess annual generation.
- Interconnection application: Required before installation
- PTO process: KUA-managed meter swap and PTO
What makes KUA different from OUC / Duke
- Municipal governance. KUA’s net metering tariff is set by the KUA board.
- Smaller scale than OUC. Different staffing and interconnection queue dynamics.
- Kissimmee tourism corridor concentration. Substantial vacation-rental ownership in KUA-served Kissimmee residential.

Is KUA net metering as good as OUC / Duke?
No — KUA uses net billing (~8-9¢/kWh for exports vs. OUC’s pre-TruNet retail). For KUA customers, size for self-consumption and model battery attach rate. We always show the actual net billing math.
