West Florida Electric Cooperative — WFEC — is a member-owned electric cooperative serving rural Panhandle Florida. WFEC’s service territory spans portions of Jackson, Calhoun, Holmes, Washington, and Liberty counties — the inland Panhandle north of Bay County and east of Escambia. Hurricane Michael (2018) caused major service-area damage; the cooperative grid was substantially rebuilt 2018-2020.

WFEC covers inland Panhandle:
– Jackson County — primary utility for most of the county
– Calhoun County — substantial coverage
– Holmes County — primary utility for most of the county
– Washington County — significant coverage
(Liberty County is NOT WFEC territory — confirmed Talquin Electric territory; removed)

WFEC net metering: the basics
- Eligibility: Customer-sited residential PV at member’s premises; WFEC membership
- System size cap: Per WFEC net metering tariff; confirm current cap at application. Confirmed service territory: Calhoun, Holmes, Jackson, Washington counties only.
- Bill credit structure: Per current tariff
- Annual true-up: Excess credits settled at avoided-cost rate at year-end; confirm current rate with WFEC
- Interconnection application: Required before installation
- PTO process: WFEC-managed meter swap and PTO
What makes WFEC different from FPL
- Cooperative governance. WFEC is owned by its members.
- Post-Michael rebuild context. WFEC’s grid took catastrophic damage in 2018; substantial rebuild and hardening 2018-2020.
- Rural-residential / timber / ag footprint. Larger lot sizes; ground-mount sometimes feasible.
- Cooperative cycles differ from PSC dockets.

- WFEC interconnection application — submitted in parallel
- HOA / ARC approval if applicable

- Final inspection by the building department
