Built for independence. Engineered for peace of mind.
Goldin Solar has completed 30+ installations in Hillsborough, Pinellas and Pasco counties since 2014. We install and service solar and battery storage for homes across the Tampa Bay area today. We are Florida’s Battery-Based Expert Installer — Tesla Certified, Sol-Ark Authorized, SolarEdge and Enphase capable — with 3,000+ Florida installations since 2014. Most of Tampa is served by Tampa Electric (TECO), while parts of Pinellas and Pasco counties are served by Duke Energy Florida or the Withlacoochee River Electric Cooperative. We confirm your utility first and design to its rules. Free design at 855-SOLAR30 (855-765-2730).
TECO, Duke or WREC? Tampa Bay’s utility map
- Tampa Electric (TECO): the city of Tampa and most of Hillsborough County, plus parts of Pinellas, Pasco and Polk. Follows the statewide PSC net-metering rule. See our TECO net-metering guide.
- Duke Energy Florida: much of Pinellas County (including parts of St. Petersburg and Clearwater) and parts of Pasco. See our Duke guide.
- Withlacoochee River Electric Cooperative (WREC): parts of Pasco and north Hillsborough. See our WREC guide.
Pinellas and Pasco are split between utilities, so we check each address.
What Tampa homeowners should know
- TECO’s fixed monthly charge: TECO has a fixed monthly customer charge that solar does not remove. We show it in your savings estimate so the numbers are honest.
- Hurricane backup: Tampa Bay is exposed to storm surge and long outages. A Powerwall 3 keeps essentials running and can recharge from solar. See Tesla Powerwall 3 in Florida.
- Flood zones: in low-lying areas we mount batteries and electrical equipment above the required flood elevation.
Permitting in the Tampa Bay area
Solar permits go through the City of Tampa, Hillsborough County, Pinellas County, Pasco County or your city’s building department, depending on your address. Goldin handles all submittals, inspections and utility interconnection paperwork.

Frequently asked questions
How much do solar panels cost in Tampa? We don’t publish a separate Tampa price. Across our recent Florida residential proposals, the middle half were priced at $2.10–$2.73 per watt. Your Tampa price comes from a free design. The federal residential credit (Section 25D) does not apply to expenditures made after December 31, 2025. Florida exempts solar equipment from sales tax and excludes the added home value from property-tax assessment. See How much does solar cost in Florida?.
Who is my utility — TECO or Duke? The city of Tampa and most of Hillsborough County are TECO. Much of Pinellas and parts of Pasco are Duke. Parts of Pasco and north Hillsborough are WREC. We confirm on every site visit.
Does TECO offer net metering? Yes. TECO follows Florida PSC Rule 25-6.065. Residential systems up to 10 kW get credit at the retail rate against future bills, and year-end excess is paid at TECO’s avoided-cost rate.
Can a Powerwall run my home in a Tampa outage? One Powerwall 3 typically backs essentials. Two or more usually carry central AC too. We design from your circuits.
Do you have a Tampa office? No. Our offices are in Vero Beach and Miami. Tampa Bay installations are done by a licensed local subcontractor, and Goldin Solar manages your project from design through utility interconnection.
